Initiate a thorough study of preliminary plans and specifications to aid in the definition of construction
requirements.
Engage a code consultant / permit expeditor to process all documentation related to building permits and sign-offs.
Prepare a value engineering report concerning materials and major design and construction elements to be used, taking into consideration cost, speed of construction and maintenance.
Prepare a construction schedule for the overall project, with critical milestones for all team members.
Prepare a preliminary construction budget based on preliminary plans and specifications, reflecting the overall project goals.
Develop financial projections for the duration of the project, including commitments, cash flow and exposure.
Review the design drawings and specifications and make recommendations concerning the following:
+ Availability of materials and long-lead items.
+ Conflicts and overlapping jurisdictions among subcontractors.
+ Conduct of construction operations and good construction practice.
+ Coordination between drawings and specifications.
+ Unit prices and alternates.
+ Construction and cabinet detailing.
Review and make recommendations as to insurance limits and requirements for the project, including:
+ Worker’s compensation and comprehensive liability insurance.
+ Owner’s protective liability insurance.
+ Builder’s risk coverage (specified perils and all risks).
Develop and review the recommended mechanisms for competitively bidding the project, including the size and scope of each bid package and dates of bidding.
Assemble a list of qualified subcontractors in each trade to bid the project.
Meet with potential bidders to acquaint them with the project.
Thoroughly review competitive bids, from a minimum of three subcontractors in each trade, to ensure that they are complete and cover the full scope of work.
Recommend the subcontractor in each trade whose price, craftsmanship and availability promise the best job performance.
Meet with the successful bidders to review the project and prepare contracts for each trade.
Establish a plan to ensure the security of materials and equipment at the job-site
